Federal TFWP Housing Reform Consultation Template and Correction

As announced below, the federal government in consulting on proposed minimum standards for TFW housing (see attached ‘Consultation Backgrounder with Questions_Public.pdf). We are urging all growers to get involved directly in this consultation. Responses are due by December 22.

There are two opportunities for input

  1. Complete the survey sent via email to you by ESDC on existing housing stock (example survey attached ‘2020 TFW Housing Survey.pdf)
  2. Complete the attached questionnaire in response to the proposed minimum housing requirements. (attached ‘Annex A-Proposed Minimum Accommodation Requirements.pdf). Feel free to use the word document attached to draft and submit your comments directly to ESDC

Lastly, we received a correction on requirements for mattresses in sleeping quarters.

  • All beds must consist of a proper bed base/frame at least 20 cm (7.87 inches) off the floor, a clean pillow, a clean, supportive mattress of sound construction with a minimum width of 38” (95.6 cm), a minimum length of 75” (190.5 cm), and a minimum height of 25 cm.

Federal TFWP Housing Reform Consultation

See the following announcement from the federal government regarding review of TFWP housing standards. There is no intent for these standards to apply to 2021. The intent is to have them implemented in 2022. We urge you to submit you input on the attached documents and to complete the employer survey. We understand that this survey will also be sent to you directly from ESDC.

On October 27, 2020, the Minister of Employment, Workforce Development and Disability Inclusion, Carla Qualtrough, and the Minister of Agriculture and Agri-food, Marie-Claude Bibeau, announced the launch of consultations on proposed minimum requirements for employer-provided accommodations for the TFW Program (https://www.canada.ca/en/employment-social-development/news/2020/10/l.html).

 Further to this announcement, we are pleased to provide you with a set of documents developed to support this consultation:

  • A discussion paper that provides background on the issue and a series of consultation questions; and,
  • An Annex with proposed accommodations requirements in draft form.

We invite you to submit written feedback with any views and suggestions you wish to share by Tuesday, December 22, 2020 to: NC-TFWP-APT-PTET-EPA-GD@hrsdc-rhdcc.gc.ca.  You are also encouraged to circulate these documents to interested parties who may want to participate in this consultation process.

Finally, please note that as part of this consultation process, the Government of Canada will be undertaking an employer survey of accommodation arrangements currently used in the agriculture sector to support analysis on the potential impacts of proposed minimum accommodations requirements.  A read-only version of the survey is attached for your information.
