Service Canada – Changes to Record of Employment (“ROE”)

  • Block 16, the reason for issuing the ROE, should indicate the reason for the employee’s leave of absence or separation from employment or any other reason for issuing the ROE.
  • If the employee is no longer working due to diminished operations or a closure due to COVID-19, employers should use Code A (shortage of work).
  • If the employee is sick or in quarantine, employers should use Code D (illness or injury). Employers should refrain from adding any comments.
  • If the employee is not reporting to work because they refuse to comply with a mandatory vaccination policy, employers should use Code E (quit) or Code N (leave of absence).
  • Employers may receive a call from Service Canada to seek additional clarification
